Legal Framework
Greece recognizes service animals under Greek Law 4488/2017, which incorporates EU accessibility directives. Service animals assisting people with disabilities are legally permitted access to public spaces, transport, and accommodation. Service animals are distinct from emotional support animals and pet dogs under Greek law. Certification or identification from a recognized training organization is the standard form of evidence.
Documentation Required to Enter Greece
EU residents need an EU Pet Passport with current rabies vaccination and microchip records (ISO 11784/11785 standard). Non-EU arrivals face additional requirements including rabies antibody titre testing for some countries of origin, official health certificates, and potentially waiting periods — contact the Greek embassy in your country well before traveling. Carry service animal training documentation separately from the health documentation; both are required for full access rights.
Ferries and Airlines
Blue Star Ferries and Minoan Lines permit certified service animals in passenger areas with the handler — contact the operator in advance and confirm in writing. Pet dogs travel in designated vehicle-deck areas; service animals with a disabled handler travel in passenger areas. All EU airlines must accommodate recognized assistance dogs in the aircraft cabin at no charge under Regulation 1107/2006. Contact your airline at the time of booking and confirm 48 hours before travel.
Island accommodation with service animals requires advance confirmation. Greek hotels vary in their awareness of service animal legislation. When booking, email the property directly to state that you travel with a certified service animal under Greek Law 4488/2017, provide a brief description of the animal and its documentation, and ask for written confirmation of access. This eliminates misunderstandings on arrival and gives you a record to reference if any issue arises. Most hotels in established resort areas respond positively once the legal context is clear.
